1. This will work. Electronically file a 2019 tax return.

Some tax software, maybe all, requires at least one dollar of potentially taxable income. If you need to report one dollar of interest income. That will guarantee you get a stimulus check. Now getting it fast into a bank account takes more. The IRS has not yet set up its portal to enter your bank info. They have a new portal but that is different. You can find free efile online. Reply to me if you have problems.

11. You can ignore the form, choose a different path

Many private firms let you electronically file a tax return for free. That is a separate path having nothing to do with the form you refer to. That will work. If you have already filed a tax return you are golden. If not and you electronically file a tax return maybe pretending to have at least one dollar of potentially taxable income, say one dollar of interest income, you are golden. You will get a stimulus. Now the second goal is to get it quickly. The IRS will have a portal for that maybe next week. On that not yet created portal you will be able to enter bank info so money can go quickly yo that bank account.

13. I had no issues doing mine

Was maybe a page total of form to fill out. I had 0 income though so that may make a difference. Within 2 hours it was approved by IRS.

I did get the captcha error but it still worked without it. I did it about 11am EST
