All it would have taken was a vigorous, early response on the same level we would use to fight that word, "terrorism". You talk about a quick response, mobilization and funding. This appears to be an even bigger threat by the numbers and right here at home. So much for "Homeland Security" huh?
Along with good stocks of medical equipment ready to go and strategically placed as needed, the real stimulus should have been a rapid injection of funds to the people and workers and for as long as is necessary, not some one-time cookie toss that is still not available when it is need most.
There should also have been plans to provide quick, short term federal stocking of all food banks for the interim.
Hey, anybody with real "common sense" could probably add to these primary means to mitigate the impact of an eventual pandemic. All in all, the results would most likely have been much less severe than the catastrophe that will be unfolding in the next month or two and that will have some long-term effects on this country to the point that normal is now over and we can't go backwards.
Their were plans, but those appear to be canned or lost or in that Indiana Jones warehouse. There was also Operation Crimson Contagion that was run by the White House last year which would have made very clear what needed to be done in advance and during a pandemic, and yet, here we are in a real jam with more to come.f
