He is making a public statement, designed to reassure The People that effective measures are being taken, and he can't even be bothered to practice the pronunciation of key words.

I may be in the minority here, but i don't think Trump is stupid at all. I just think he so so selfish that he doesn't care about the basics of doing his job, he doesn't care about the well being of common folk, he doesn't care about the fate of the Nation he has pledged to serve.

He cares only about himself.
