There is plenty of time for us as a nation to figure out how to make our elections happen in November.

2. He doesn't want us to vote and is doing this to create a national emergency.

He wants a raging pandemic and civil unrest so he can declare martial law. Barr has already sent a draft law to congress allowing for the indefinite detention for any reason during times of civil unrest. Even Moscow Mitch refused to bring it to the floor for a vote, but this is exactly what drumpf intends to make happen and how he intends to respond - bet on it.
