He's still playing "the shelves were bare" when asked what happened to the masks.

Why is it that no reporter jumps in with the appropriate follow up questions when he says, "The military didn't have ammunition." The appropriate follow-up questions are: "Isn't it easier to manufacture masks, than it is to manufacture bullets? So again, sir, what happened to the masks?"
