He's walking a tightrope. He couldn't very well have said, "Only after we harangued him about it for several hours and pointed out that he probably wouldn't get re-elected if a million people died did he dimly understand that he needed to change course a bit."

He was the LAST one to get it. I imagine they told him his chances for getting the virus expands by 1000 fold every day — just to get him to listen.
