How the hell is there a Black Market?!?!

I was watching the news tonight and there was a report about doctors having to buy masks, sanitizers, etc. on the black market. There was a doctor talking about meeting up with some shady person at a warehouse filled with crucial items and having to buy those items at a huge mark up. I'd have thought that law enforcement would have gone with the doctor to this warehouse. Aren't there crackdowns on this crap?
