I thought he cared about the "workers". I guess that is only when they are working or

don't live in a blue state. Or maybe it was leverage to pass the Senate $2Trillion bill.

Unclear if there's legal authority. Trump's stretching the law quite a bit, apparently, and Cuomo's all for it because it suits him.

NY's request was made 3/16. 6 days isn't just a huge amount of time.
