You don't do nothing because any possible effort can't be 100% effective. his This NOT an argument for that criminal, likely sociopathic scumbag, but since he's involved in doing something, no matter how imperfect, technically speaking it puts him way ahead of everyone doing nothing of any help to anyone.
As for those others, those who don't maintain addresses at friends' and relatives' addresses, or p.o. boxes to receive what assistance they do get, will require other efforts, probably most of them by the local governments who are always face-to-face with the realities of these residents, and who will hope to receive federal funding, but not necessarily.

(13,571 posts)Some people don't even have IDs, you know, and don't have the necessary documents to get a state ID. Certified copies of birth certificates cost $$. Many people don't have addresses.
Even if you do get a check delivered to your hands, how do you cash it without an ID? Perhaps post offices could cash them, as they will do for U.S. Postal Money Orders.

(11,949 posts)It pretty obvious that it will go to people who filed tax returns as it is being framed, by democrats as well as republicans, as a way to help working people affected by the slowdown caused by the virus.
Im skeptical even that will get done. The Republican hard core are terrified this will become a camels nose under the tent thing. That the government helping people rather businesses will be popular. Which it is and will be. Opposition is rapidly building against it.
No way I see the Senate passing this. Or even bringing it for a vote.

But they are batshit crazy now. Between the libertarian Koch types controlling the money and the religious and racist nuts doing the voting they will not allow this.
Ironically, trump has a better read on this than they do. He feels his support dripping away and wants to do something big. Which still wont save him. But he knows there is trouble. The ones really running the show will go to the mat to prevent doing something that will prove helping the people is better for the economy than funneling money to big business.
