That's how I read that list of requirements. Gotta be legally present and able to sign consent forms. I'm assuming that they don't have the staff present to be able to provide interpretation services for everybody who might show up.

Note that it's generally a requirement for government services that you be a legal resident. The laws don't include automatic waivers.
