The administration knows that the death toll number will be far below the total number of cases, so they promise, falsely, that tests are coming. When the dust settles they can claim that, overall, the numbers are relatively low given our population.

We won’t know the total number of cases because most people won’t have been tested.

Their evil, cynical strategy just might work in the PR game because they can point to the relatively low death numbers.
