We already know he's going to make money off it.

And once it gets bad enough, it seems plausible to me that he'd say allowing millions of Americans to gather on election day is "too risky" in terms of transmitting the virus. And that allowing anyone to protest the decision in the streets would also be too risky so he'll send troops to take down anyone who tries.
