I've kept thinking that there had to be a definite act by Trump that led to the lag in testing. I considered many possibilities and have trotted them out here at DU: Perhaps he thought, less testing = less cases = better stock market and better chance for re-election? Or, perhaps he simply ignored his experts and believed we could contain it without panicing anybody, including, of course, the stock-market and future voters?
It might still be one or both of these, but the sense that he would think "We're Americans; we'll build our own test kits! Plus, I don't want to give President Xi any leverage in future negotiations."

There is posturing involved, but we are basically living in a situation where the tariffs are just a way of life. As far as I know, we are paying new kind of tax, especially considering the amount of time they have been in place and how China still seems to hold the advantage anyway.
So, no. It can't be about a strategic threat. Trump has a different playbook he is reading from.
