I think this virus mess is going to open some eyed because Trump's ego has put Americans at risk and his base is going to get sick and even die, just like everyone else. They may be more affected because Trump tells them it's a hoax, it's like a bad cold, no worries, so they have no need to take precautions and will spread the virus far and wide.

would fall under the authority of the FDA?

They probably have just made an exception for this virus to push it over on the CDC, or perhaps they are short-cutting the proper scientific testing of kits and allowing industry to do it.
