katrina was a public relations disaster for Bush - his support even tanked among Republicans after being 90%+ approval for years among the GOP (sorry, Donny, but Bush had high 90s approval ratings in a larger GOP in the early 2000s for several years)

However, maybe because it's not a state and/or is isolated on an island, it didn't generate the same PR disaster for Trump. Plus, back in 2005, there were not 10 different Bush scandals/outrages per day like there has been with Trump, who is an expert at distracting from bad stories. (it was more like 10/week under Bush, with very few crazed statements and no tweeting)
