The Speaker has to be a member of the House. It's implicit, just like the Speaker has to be alive (so FDR is out) and a human (so Flipper is out).
The Republican Speaker race (ugh) would be McCarthy/Scalise/ Jordan/Maybe Cheney

Technically, there is no rule in the Constitution or the rules of the House that requires the Speaker to be a member of Congress, but the tradition predates the Constitution itself.

It isn't said because it doesn't need to be said. The entire notion is ridiculous, as ridiculous as electing a pre-schooler (no age limit? right?).
One day in 1997 some (Republican) idiot who didn't like the Gingrich decided to vote for a member who had retired and was gone and suddenly this stupid theory crops up.
