Is this a plausible theory for why the FBI is moving so slowly on Giuliani?

Some pundits are reading today's pardon of Michael Milken as a message to Giuliani that Trump has his back. (Giuliani has strenuously petitioned Trump to pardon Milken, according to CNN).

Is it possible the FBI/SDNY are going to slow-walk indicting Giuliani until Trump is (hopefully) out of office in November to avoid the spectacle of having Trump pardon him?

Or could there be an indictment under seal that will be opened after election day?
