2 new cases of coronavirus in CA, bringing US total to 11 confirmed cases

According to the San Benito County Public Health Department, there are two confirmed cases of the novel coronavirus in the county.

According to public health officials, the confirmed cases are a husband and wife pair. They are both 57 years old. The husband recently traveled from Wuhan, China and the wife picked up the virus from her husband. Both patients have not left their home since returning from China.

These new patients bring the total number of confirmed cases to 11 in the United States, six of those cases are in California.

The article leads one to believe these two new cases are in the US. However, it also states "Both patients have not left their home since returning to China."

Soooooooo,
Are they counted as being in the US b/c they have NOT returned to China?
or,
Have they returned to China and therefore should not be counted as in the US?

Am I just reading this incorrectly? They can't be both places at the same time.
