Witness vote 51/49 against witnesses.

Only Romney and Collins voted yes, knowing their votes didn't matter.

America is officially a dictatorship. Trump can do absolutely anything he wants.

In each case they knew the final tally and thus cast meaningless show votes. This time it was Collins's turn to appear "objective".
