Just spitballing here but it seems as if there is enough evidence that Pelosi

could easily just restart the impeachment hearings to get Parnas & Bolton on record.
Then I would hope the House would use its power to compel testimony or throw some butts in jail.

And call bullshit on Executive Privilege without any formal declaration or supporting documents.

And open an inquest into Trump's finances.

and hold the articles from senate with the argument that it is as corrupt as trump and the american people should give the senate electorally to the democrats to get a fair trial of trump.

whether it is an "impeachment inquiry" or not. As you may recall there were 10 separate investigations of Benghazi in the House.

has a duty to do oversight and to hold hearings and to call all of these witnesses and to depose them and deal with this.

Oversight does not begin with an impeachment inquiry and end with the articles of impeachment. Oversight is a permanent function of the House of Representatives.

For this purpose, they could set up a special committee to basically compile a full investigation unencumbered by time constraints. You could think of it as their own special investigator or prosecutor. Their mission would be to document everything for history in a final report, which could make recommendations for people who should be charged. It could also propose new impeachment articles to be passed.

This report might not be complete before the November election, especially given the legal delays in getting a resolution on witnesses and documents, but Trump could be impeached even in a second term, or if he is defeated. If he’s guilty, he should not be able to run for or hold high office again.

I would think they would want to bolster the current charges and open some new fronts. I would think emoluments would be a ripe fruit to pluck.
