Note that Bolton never acknowledged he would comply with a HOUSE subpoena. He acknowledged he would comply with a SENATE subpoena, IF it was produced. That's apples and oranges when it comes to predicted his behavior.

Bolton is not at all interested in doing what is good vis-a-vis the US actually having a democratic, representative, law-upholding, Constitution-following government. His agenda is all his own.
