I think the rolling policies that Trump has been proposing are quid pro quo's for votes
in the Senate impeachment hearings. It's interesting that he just rolled that out today when Murkowski is one of the potential outliers.
I found an article about Murkowski wanting wetlands and migratory birds restrictions lifted for oil drilling.
