Its a dumb question.
Clinton didnt testify in his impeachment proceeding.
Clinton testified:
1. In a deposition in the Paula Jones civil case, and
2. Before a grand jury convened by Independent Counsel Ken Starr, under an Independent Counsel law which was allowed to expire in 1999 - during the Clinton administration itself.
But, no, Clinton was not forced to testify during his impeachment, so it is a tremendously uninformed question with a false factual premise.
Clintons impeachment was over whether he committed perjury in his testimony in OTHER proceedings.
