Has it been established where this stupid idea came from in the first place? Was it some idea that randomly popped up in Trump's head and the sycophants around him couldn't say no? Or did Rudy come up with it?

if it was Putin's idea which he whispered in the Orange Buffoon's ear. Putin would have the motivation to interfere in the military aid for Ukraine. That would make it just so much easier to absorb Ukraine as they are currently trying to annex Eastern Ukraine. Rudy is probably being used too.
