The thing to realize here is that 2020 is not 1998 or even 1974. Because this will be going on during the daytime (mostly) they will assume that only the most dedicated would even bother watching it all the way through, notably given all the thousands of "entertainment" choices the public has... and particularly since it would essentially be a rehash of what happened in the House IF the additional witnesses are not allowed to testify (depending on how they work those witness rules).
