My guess would be no. He does not follow any of the rules and there's probably nobody in his "administration" any more who would know that he is supposed to do that.

We are in Iraq at the invitation of the Iraqi givernment. That will end now. Trump has just collapsed our entire position in the Middle East and possibly started A major war. What is you point? You think this is a good thing?

What we have - first and foremost - is a crime against peace. (A crime for which, inter alia, several Nuremberg defendants were hanged.

The violation of international law is the act of war and assassination in the absence of a state of war.

Defending international law is not the defense of Iran. No question, this was a really bad guy deserving of death many times over. However, there is no justification under international law for extra-judicial executions or "preventive war."
