6. Bill Clinton was impeached 12/19/98. His articles of impeachment were sent to the Senate 1/6/99.

They were presented to the Secretary and not the full Senate because the Senate had already adjourned sine die. When the Senate of the 106th Congress convened on January 6, 1999, the House notified the Senate that it had reappointed the managers and on January 7, 1999, the House managers presented the articles of impeachment to the full Senate.

The decision was reached as a group effort. Pelosi has gathered the best legal team for dealing with a White House that refuses to release requested information (as she did with W), Nadler is the best mind for impeachment, and Schiff is the best at communicating. They know what they are doing, and all three favor this approach.
