I put "26 million evangelicals" into a search engine and found this.

What really happened when Evangelicals talked with Trump this week

...snip
Yes, we heard from Mr. Trump, and hopefully we will have a chance to have the same type of discussion with Mrs. Clinton. But that was not the overall point of the gathering.

At the end of the day, I don’t want to tell people for whom they should vote, but I do want to tell them to vote. According to researcher George Barna[AR3] , over the past four election cycles, an average of more than 26 million evangelicals registered to vote but did not show up at the polls. Another 13 million are not even registered to exercise that privilege and responsibility.

He's claiming close to 10% of the entire US population is "rightie 'christians' who have been self-disenfranchising".

That demographic is the biggest mouthed, most demanding of their rights / representation due them by the gov, of any group in the country. The most vociferous special interest, always pushing their political views and political will on everyone.

Wikipedia puts the % evangelical population of the US at anywhere from 6 up to 35% of the total population, depending on how the phrase is defined. So Shitler's saying that anywhere from 100% down to 25% of all evangelicals in the US have not voted, don't apply for their rights, are shrinking violets.

So I'm guessing they know there is 26 million Democrats--or people who would likely vote Democratic--not registered.
