Is it me or does this Rep Collins sound like he is hysterical and unhinged?

They live in this alternate reality cult and the guy sounds like he is off the deep end!

...of being able to block off all outside interference and to put his mouth on automatic and then shout out a total incomprehensible stream of consciousness. Never argue with this type of person. They cannot hear you.
