In a more limited version, some people simply don't believe that others have feelings, or even self-awareness, in the same way that they do. So there's no need to worry about hurting others, they're not "real" people anyway. Nothing you do to them can be said to be "wrong" in any meaningful sense.

People who believe such things can easily persuade themselves to commit great crimes; they have little reason to restrain their actions.

doesn’t seem to fit this description.

And Trump needs, in a strange life or death way, the cultish adoration those he surrounds himself with. His staff meetings are his regular addiction fixes of ass kissing as he goes around the table to give each member their turn. And he goes to rallies because he needs to be adored. He needs the rallies on a personal level.

He’s like a vampire sucking ALL the life energy out of the room and into his maw.

I don’t think he perceives anyone as being one with him, or the same as him.

He does think everyone is corrupt though, so in that sense maybe.
