It explicitly says it is a temporary stay not decided on the merits, to preserve the status quo ante while the Court decides the merits. This is hardly unusual.

The Court granting this stay was a given. And I won't be surprised if the court grants a stay throughout the appeals period. The order in US v. Nixon was stayed pending appeal, too.

It's a bit like saying the execution is stayed until the appeal can be heard. It wouldn't make sense to let an execution proceed on Thursday and hear the appeal on Friday.

It doesn't say anything about how the case is ultimately resolved.

listed on this stay are all Obama appointees. Hopefully those are the 3 judges who will be hearing the case. 2 of the Judges on that court were appointed by Trump and one of them, Neomi Rao, already ruled in favor of Trump in another 3 judge case and her argument was stupid.

Without a stay of the order, the appeal would be meaningless.

I think the courts are on to this. I expect a relatively quick ruling.
