Alex Padilla, the secretary of state for California, is considering running for the seat being vacated by Rep. Katie Hill, according to a source familiar with the matter.

While the seat had long been held by Republicans before Hill’s win last year, there are signs it is trending Democratic, given Clinton’s by nearly seven points in 2016 and there is also a large minority population in the district.

California Secretary of State Alex Padilla on Tuesday unveiled what he called a cutting-edge campaign finance tool to help voters research and track the millions in independent expenditures that flood into the state.

The state saw an estimated $80 million in independent expeditures spent in the most-recent election cycle.


Padilla made the announcement with Daniel Newman, president and co-founder of MapLight, a nonpartisan research organization that tracks money in politics, and which helped develop California’s new independent expenditure search feature. The Power Search tool is now part of an open source campaign finance search engine currently available on the secretary of state’s website.

The tool gives voters and media the ability to instantly review the source, recipient, and amount of state-level independent expenditures for candidates and ballot measures — and even track groups trying to hide their activities with name changes — from 2001 to the present. The data can be broken down into specific expenditures, like signage and entertainment, and can be downloaded into a spreadsheet for additional analysis.
