3. Actually the first two presidents (Washington and Adams) went to congress to deliver the

"Annual Message" but Jefferson discontinued it because he thought it smacked of the King/Queen addressing Parliament. From Jefferson to Taft all future SOTU's were sent by the president in writing until Woodrow Wilson restored the idea of the president addressing congress in person. On occasion since then the SOTU has been submitted in writing, such as Carter in 1981.

the big speech in the House chambers is a relatively modern feature based on media presentation as much as anything.

Early Presidents wrote letters, for sure, and that would be enough. Of course, Trump couldn't write more than 289 characters, and has trouble with that.

The president can only enter the house chambers at the invitation of the speaker. trump will have been impeached before the end of the year. Under that circumstance Pelosi should not issue an invitation.

Under Rule 4 , The Hall of the House, 2(a) (3) The President, the Vice President and their private secretaries are admitted to the Hall of the House.

She and only she has the power to have him address the House though.
