That states in 1974 and 1998 the Judiciary Committee gave the President "procedural rights" that allowed the President to have his lawyer present for depositions etc.

The Republicans changed the rules during Obama administration that gives Chairman unilateral authority to issue subpoenas which they could not do in 74 and 98, so they don't need a vote to get the job done.

Schiff explained that with Nixon, Clinton and Mueller there was a special counsel who operated behind closed doors. Bot DoJ/Barr tried to sweep this whistleblower complaint under the carpet rather than appoint a special prosecutor. So Congress has no choice but to do the investigative work of a special prosecutor behind the scenes like a special prosecutor.

Schiff also made clear that the GOP have had equal time questioning every witness until all questions have been answered.

Pelosi pointed out that because the GOP cannot defend the President, the only thing they can try to attack is the process. But the House is following the Constitution and the process prescribed by it and no vote is required. The House is not falling for a media debate about meaningless stuff.
