What did John Bolton mean by "drug deal"?

He informed Fiona Hill that he did not want to be part of a"drug deal" cooked up by Giuliani and Mulvaney.

Was he speaking as a metaphor or was he talking about a real "drug deal"? That seems a peculiar way to describe something else illegal?

Bolton had requested that Fiona Hill inform John Eisenberg, the lawyer for the NSC, about the situtation.

for a popup rave in some manhattan waterfront warehouse, sponsored by Igor and Lev's company 'Mafia Rave', maybe?

Now you know why Rudy's always making those wacky faces and saying all that crazy shyte when he goes on the tube, he's high as a kite on those drugs.

Mulvaney is a major party animal, too, apparently. He's been hanging around Andy Dick an awful lot, lately. Joe Rogan, too.

I did a double take when I read it, but then when I actually read the context, I definitely think it's a metaphor for shady/illegal goings on

Bolton's contempt for Giuliani has been clear for some time. I'm sure his use of the phrase "drug deal" was meant to convey the impression that Bolton knew Giuliani's efforts were sleazy and probably illegal but did not involve actual drugs.

I'll go Occam's Razor and say it's probably just a metaphor indicating something nefarious that could go badly wrong for all parties involved should it be exposed. But the nuances of "hits" and "highs" and "getting high on your own supply" are enticing.

...like when I was deployed on the aircraft carrier USS Carl Vinson, I had a hook-up in the ships laundry where I could wash/iron my own clothes at night in the "real" washers normally used only for Officers and Chiefs laundry. A buddy of mine would let me use it at night, and I made sure he was in the right River City group so his network access was tops. It's basically a quid pro quo.
