Detroit police are investigating why a murder suspect had to turn himself twice before he was arrested. The 36-year-old man walked into a fire station two hours after he allegedly shot four people at a party early Saturday morning, police said in a statement. Two of the victims died, while the other two were seriously wounded, police said.

The suspect, who was not identified, told firefighters at 3:20 a.m. Saturday that he was connected to the shootings, police said.

Fire fighters called the Detroit Police Department, but they were told all available officers were on high priority runs and that no one would be able to be dispatched to the station, ABC News affiliate WXYZ-TV in Detroit reported.

The suspect left the fire station and went to a police station where he was taken into custody. Police Chief Ralph Godbee said the department would conduct an administrative investigation to determine whether the situation was handled appropriately.

- ***Sounds of the police station's Lee Greenwood ringtone is heard in the background*** {I'm proud to be an American to keep our country freeeee.....} The station's Duty Sargent picks up:

Sgt. Breifstone: Edsel Station, Sgt. Breifstone speaking.
Perp: Uhh, yeah. I just shot at a bunch of people and I think I killed one or two of 'em. I feel real bad now though, so I wanted to turn myself in if you could send someone to get me?

Sgt. Breifstone: You say you've killed someone... was that just one or two people?
Perp: Not really sure, I think it was two, but one might just be faking.

Sgt. Breifstone: Hmmm-huh, I see. Okay, well this person or persons you killed, do you know if were they're important, you know like a celebrity or even a public official would do?
Perp: Umm, can't say really. They didn't look familiar or anything when I shot them but the lighting wasn't that good either. You know, since we can't light up the streets anymore.

Sgt. Breifstone: Hmmm-huh. You don't recognize them at all, huh?
Perp: Nope.

Sgt. Breifstone: Hmmm-huh. Well look here, we're real busy at the moment. It's the quarterly locker clean-out, so if you could come on down to the station that would really help us out.
Perp: Wellllll, I was hoping to get a ride to the station cause I've been running for a while and I'm plum tuckered-out.

Sgt. Breifstone: Hmmm-huh. Can't do it, aye? Well listen, we'll try to catch up to you later. Maybe next Tuesday? That's always a slow day. Generally speaking. You got a number where we can reach you?
Perp: Uh, you mean I got to wait? But I feel so bad for what I done. I think I need to be punished as quickly as possible.

Sgt. Breifstone: No, no, no don't feel bad. According to the NRA shooting someone can happen to anyone. And since the bodies aren't going anywhere, and you don't want to go anywhere except to a jail cell -- and you know we're not going anywhere either, so there's no rush, right?
Perp: {silence}

Sgt. Breifstone: Look, citizens can't expect the police to just show up whenever they want them to anymore. You're not famous, the person or persons you killed aren't famous, so I'm sorry but we'll just have to put your Request For Transport After A Murder into the hopper along with the rest of the regular murders. Okay?
Perp: But what if I kill again?

Sgt. Breifstone: Don't worry about that. There's no one famous left in the city so how bad could it be?
Perp: Oh. Right. Ummm, thanks?

Sgt. Breifstone: Don't mention it. And remember we're always here to ''Protect and Serve.''

Did they even send an ambulance? How long were the victims unattended before help arrived?

I worked in Detroit in the 90s during a great economic struggle. Now from all I read Detroit is in a catastrophic collapse. There is little funding. The tax base has been decimated.

Over the past six years I have watched conditions deteriorate while the anti tax rhetoric stays strong. I watch the crime rise, the number of abandoned homes increase, and I feel like we should be looking to Detroit as the canary in the coal mine. As if it is a harbinger for what is in store for the rest of the country. Infrastructure and basic services, matter.
