He was attending a Russian Energy Week panel when he made the joke, and also defended the conduct of US president Donald Trump who faces an impeachment inquiry that was triggered by his phone call with Ukraine's leader.
When questioned over concerns Russia would interfere with the US 2020 elections Mr Putin told the listening crowd in a large whisper; 'I'll tell you a secret. Yes, sure, we're definitely going to do that. Just don't tell anyone.'
