Seemingly glaring exposure for Mike Pence in these two paragraphs

I'm not sure the reporter meant to write it this way as fact or even the ramifications of Pence's exposure, if true. See what you think.

At the heart of impeachment, a potential dagger for Trump's re-election - NBC News

Incredibly, it was Trump's White House that voluntarily released the summary of a phone call transcript containing what his critics point to as plain evidence of misplaced interests — a release that was reportedly at odds with the instincts of more seasoned political players like Vice President Mike Pence.

Perhaps Pence understood that evidence that Trump was using the power of the presidency to try to secure his own re-election — or even just boosting the perception that he tried to do so — could be devastating in the midst of an impeachment push by House Democrats and as the two men campaign for a second term.

Doesn't the VP have a legal and perhaps moral obligation to not cover up unconstitutional crimes when he sees them? Isn't this the same problem that Mike Pompeo is in with regards to being a party to tRump's July 25th extortion phone call?
