Considering Republicans' ability to ignore the black letter of the law without betraying the slightest twinge of conscience, I predict that passage of a non-binding resolution will have all the effect of a single drop of water hitting the middle of the Pacific Ocean.

But it is something rather than nothing. It could be progress, of a sort.
