defend itself against Russia, and Trump is preventing the funds from being paid out. Speculation is that this was the quid pro quo - investigate Biden and I'll release the funds.

(which was to investigate Biden) and you get weapons and support. Don’t do what I want, and I’ll hold back the military aid, which will let Putin know that he can do what he wants.

Anyone hearing that would have to choose: is my loyalty to my country and fellow citizens, or to Trump.
