The House can subpoena the Alabama criminal and prosecute him if he ignores the subpoena can't they?

1)
The Supreme Court said in 1821 that Congress has “inherent authority” to arrest and detain recalcitrant witnesses.

2) File a civil suit (but this is a slow process)

will produce a better outcome than working out with him a day and time for him to come testify, issuing a subpoena for the agreed-upon date, and then taking his testimony when he appears?

because i wouldn't trust Sessions to testify on what color his eyes are let alone expect him to come before Congress and say anything even remotely close to the truth.
