Whcih can be because they have been swept away into the sea or because their bodies are buried under rubble that will take time to examine.

Probably have to do with identification of bodies. They apparently have a LOT of bodies in the makeshift morgues, but they have to identify them.

They don't just count the bodies. They are not part of the official body count until they are identified, IIRC. 43 sounds very low from the footage of the destruction that has been shown.

Things like saving survivors.

They know that the body count is horrific, but rather than updating the count every 5 minutes, they’re just trying to retrieve and deal with bodies. They’re trying to do that in areas with no electricity, no clean water, and no reliable communication. The body count will come eventually. Let them deal with the priorities first.
