Did he deploy personnel and supplies to aid Alabama? If so, he would be wasteful in sending government assets. If not, he would be knowingly derelict in his duty.

Did he ignore his own warnings about Alabama getting hit? If he ignores his statements, he would be abandoning American citizens.
