from any effort to block 'No Deal'. So they're suspending parliament (including committees) for 5 weeks between now and the Oct 31st deadline, and have now said they want an election. But, to stop governments calling elections at any time they think it gives them an advantage, a law introduced in 2011 said they need 2/3rds of the Commons to agree to that (which did happen in 2017, when May thought she'd gain seats, Corbyn thought he would too, and so he agreed to the election).

What the opposition ("Rebel Alliance" ) want is to pass a law forcing Johnson to ask the EU for an extension beyond Oct 31st - that has passed its stages in the Commons, and is now working through about 100 amendments the Conservatives have launched at it in the Lords to try and run it out of time. And so the opposition say "no election unless the extension law is completely passed".

As far as who's PM, it's Johnson for the known future. It looks unlikely the opposition will agree to an election before Oct 31st, because they've said, with good reason, that Johnson cannot be trusted to keep to any agreement, so they need to keep parliament going to bind him with new laws if necessary (he's still PM during any election campaigning). And then they may need to force him to negotiate properly - or to delegate the negotiation to someone appointed by parliament.

Passed and implemented. I say this because of the little detail that to be implemented the law has to be rubber-stamped by the Queen, who has no choice in the matter but can only do so when requested to by the PM, something Mr. Johnson and his Svengali have threatened not to do, since no law only custom obliges him to.
