DOJ is at the heart of the matter, whether simply at fault in the incident or if implicated. MDC Manhattan < Bureau of Prisons < DOJ...that's the chain of command here. Justice is not capable of investigating itself. Appointment of special counsel deflects inevitable claims of partisan investigations.
