Read Ratcliffe's comments in the Mueller hearing transcript.

His entire five minute screed was premised on the idea that Mueller should have been able to exonorate Trump for obstruction after investigating him simply because he wasn't charged with a crime and everyone is innocent until proven guilty.

Which, reductio ad absurdum, means that no one could ever be investigated for any crime, ever, because we're all innocent until proven guilty.

That is who is in line to be the next DNI.
