What Mueller did today is really no different than what Leon Jaworski did in 1974

Take a look at the referral that the Watergate Grand Jury issued to the Judiciary Committee of the House of Representatives, the so called "road map" that was just made public last year: https://www.archives.gov/files/research/investigations/watergate/roadmap/docid-70105890.pdf

Special Prosecutor Leon Jaworski, who was running the grand jury, did not want the grand jury to indict Richard Nixon, a sitting President. However, the information that he and the grand jury obtained about Nixon was so important, they prepared this completely non-accusatory document to accompany evidence like tapes to the House Judiciary Committee which was considering impeachment of Nixon.

The grand jury wanted to indict, but Jaworski convinced them that turning this document and the evidence to the House was the correct way to proceed.

Compare Jaworski's document with Mueller's. There is very little there (seemingly) in Jaworski's roadmap, but he/the grand jury did provide the HJC Nixon tapes that it had previously not heard. By contrast, what Mueller gave in his report and today is mind-boggling.

As far as I am aware, the Special Prosecutor (Archibald Cox and Jaworski) never testified before Congress at any time during the Nixon impeachment inquiry, as they did not want to interfere in the impeachment process, much like Mueller did today. He testified, but almost always limited his response to his report. However, both Jaworkski and Mueller made SURE that the evidence got before the House.

I think Mueller did a great job in the afternoon session. He clearly detests Trump.

The question now is what are the D's are going to do about it in the House.

proceedings immediately — impeachment inquiry. Mueller was direct and clear again today about the occurrence of obstruction and didn’t foreclose on the possibility of tRump knowing about or directing coordination with Russia. Time to stop worrying about politics and stand up for the rule of law. Put the country ahead of politics — this isn’t a game. Do what’s right and people will follow.
