Did Mueller just buckle with the investigation of collusion?

Dems were counting on the fact that Mueller did not investigate collusion because it was not the same as the criminal charge of collusion. But a Repub just got him to buckle and say that his report also included collusion because there was a line that said that collusion was synonymous with conspiracy, so, therefore, the report also included that there was no collusion.

Are we getting lawyered? Mueller said he would stick with the report.

However, it sounds like the Republicans are criticizing him because he didn't come out with stronger language, like Ken Starr did, with words like "impeachable offense." At the same time that they're claiming that Mueller said that he couldn't indict a sitting president, yet "went there" investigating Trump.

So which is it? Did they want him to commit to stronger language? Or are they upset because he went as far as he did?
