He checks off all the boxes of deviousness:

Can't attack him because he's in a wheelchair and married to a half Mexican-American.

He became a paraplegic as a college student when a tree fell on him. He sued for many many millions, but when he got the power he facilitated a cap on what other people could sue for, much less than what he got.

He feeds off the benefits of a Weak Governor State, with nothing much to do or take credit for, so it's all about grandstanding.

Whatever he and his flying monkeys (LT Gov, Atty Gen - all wingnuts and all under criminal charges in court) can do, they do with their malicious tinkering in the legislature, cutting Medicaid for children and all other low hanging fruit, hurting minorities - yet after the slashing is done for the year he and George PEE Shrub travel to the Minorities areas for photo ops with mariachis playing for them. And *YES*
