...and taking into account that it's hard to tell what people are thinking just by looking at him.

To his right, there are seven people (depending on how you count the partially obscured at any given time) 4 smile or join in, 1 looks around for a social cue and ends up smiling, 2 remain with the same expression.

Of eight (again, depending on how you count partials) on the other side, all but one join in. The non-joiner is the woman in the center, who has more visual impact than those around her. Even the little girl mouths at least one round of it.

There two people who may simply not have been paying attention, and may look displeased out of boredom. There are two or three who first take a look around to see what other people are doing before they decide what to do themselves.

Those people - the ones who look around to see what others are doing to decide what they will do - are what make a crowd dangerous. They initially perceive that something is out of kilter, but if there are enough people around them to reinforce the desired behavior, they'll join right in.

In this clip it certainly wasn't a gradual crescendo that started with just a few scoundrels and grew. If this was a continuation of previous chanting then Dumbo had a chance to stop it but obviously didn't; instead he poured gasoline on the fire.
